Do you think I should be induced?

I am 38 weeks…last week I had an ultrasound to check the baby for his position because he had been breech..he switched and is head down but in the process they found that I had reduced amniotic fluid. My Dr said they closely monitor anything 10 or under…5 they would really worry as that is considered danger low. Mine was a 6, she put me on bedrest and extra fluids and a few days later it was at a 10. She said she would consider inducing me at 38 or 39 weeks, we would discuss next week. So the next week comes (yesterday) and I went and my ultrasound showed my amniotic fluid dropped to 7 again, small amts of protein in my urine and my blood pressure was elevated (145/85..I usually run 105/60). My Dr had a death in the family and is out all this week so I had to see a covering Dr. She sent me to the hospital for blood pressure monitoring and a NonStress Test. My blood pressure went back to normal during the monitoring. During the NST test, nurses came in and said the baby was acting in distress and gave me an IV with fluid then came in to do a Biophysical Profile. BPP again showed baby was ok, amniotic fluid had gone up to 10..and an hour later the baby went to sleep on the monitor so his heart rate slowed and they called my covering Dr who said it was ok to send me home. The covering Dr doesn’t think I I need to be checked again until next week. The covering Dr said she does not want to induce me until 39 weeks when my Dr is back.
I feel like something may be wrong and the baby should come out. My family is also wondering why they have just not induced me to get the baby out. Has anyone else shared similar experience? Should they induce me or does it really seem safe just to go back in a week to get another ultrasound to check?
Also, I was having small contractions when the baby was stressed on the NST test…they later went to every 2-3 minutes for over an hour but never dilated me so they said not to worry. The contractions are now only sporadic again but I am still worried about the baby.
By distress the hospital meant that his heart rate was going sporadic 120 over 180..they said he needed to come down his heart rate was getting too high…
I’m thinking this is best given the situation.
For years, the doctors have told me my blood pressure is high. I monitor it at home with normal results. The cardiologist did a normal stress test and an echocardiogram four years ago. He states now he doesn’t expect the results to be any different, but suggests a nuclear stress test. I am very leary of any injectables without sufficient cause. What are the real risks involved with complications?
